2005-2006 NORTHERN VERMONT COUNCIL J3 RULES
AGE GROUP:
Racers must have reached their thirteenth birthday by January 1, 2006 and may not have turned fifteen before January 1, 2005. Exceptional athlete policies are stated in the VARA Calendar and the USSA Competition Guide. Any exceptions to the above age group must have been advanced through the policy as outlined.
RULES:
Races will be run according to FIS/USSA/VARA/NVC Rules. Please designate properly constituted race jury on the start order. USSA Licensed Officials must set the course. Courses must adhere to FIS/ USSA rules regarding the number of combinations and safety rules. Please consult the VARA CALENDAR - "2005-2006 Rules and Procedures" and the 2005-2006 US Skiing Alpine Competition Guide for further information regarding this age group. All state and regional information is available in those two resources.
MEMBERSHIPS:
All J3 racers must be members of USSA and VARA and must hold a competitor's license. See US Skiing Competition Guide and VARA Calendar.
J3 REPRESENTATIVE:
Cindy Mumford - GMVS. The representative is TD for all races and responsible for ensuring that races follow appropriate rules.
RACES:
Races will be run according to FIS/USSA/VARA/NVC Rules. Please designate properly constituted race jury on the start order.
- Entries: Each club MUST send or fax a club roster (including coaches list) for the first two races to the host area by Monday prior to the race. Please DO NOT send any vouchers.

Entry Fees: $15.00 $20.00 for Super G. ($1.00/racer - VARA Head Tax).

Seeding: The first two races will be seeded randomly. Race days three, four and five, will use place point standings for seeding. Second runs for ALL races will be reverse bib order of the first run. Each racer will receive three rankings per race day for all SL/GS events (one for each run, plus one for their overall result), and two rankings for the Super-G event. First run seeding for race days three, four and five will be as follows:
- Race day 3: seeding based on the best 2 of 6 place points,
- Race day 4: seeding based on the best 3 of 9 place points,
- Race day 5: seeding based on the best 4 of 11 place points.

Guests: Guests at Northern Vermont J3 races should be seeded in the middle of the field. The host club must be contacted prior to seeding, (Monday prior to the race) with names of participating guests. The guests must be clearly noted on all results, start lists, etc. Guests are not counted when figuring place points. Contact NVC Chairperson (Adam Julius) if a group of guests (more than 3 of either sex) want to be guest racers in a NVC race.

Courses: USSA Licensed Officials must set the course. Courses must adhere to FIS/USSA rules regarding the number of combinations and safety rules.

Results: Results should be printed by run and combined. A complete set of results should be provided to the person responsible for updating the standings. Please fax or email all results (single run results and overall results) to the Stowe Reporter, and post the results file(s) on the VARA website by 12-noon on the Tuesday following the race.

Medals: Medals are the responsibility of the host club. If the racer is not at the awards ceremony, the host club is under no obligation to mail the award. Medals must have the places (4th) engraved on them.

Award top 10 girls and top 10 boys by combined runs, SG award top 10 boys and girls per race run.

Races three and four. Give one award for "Play of the Day". Attack-from-the-back may be used if nothing extraordinary occurs,

Northern VT State Team prizes: The host area of the final NVC race is responsible for ordering, distributing and billing of the NVC State team prizes (e.g., team sweatshirts). Each club will be charged on the basis of the number of racers they have making the NVC State Team.
NVC QUOTAS FOR STATE AND REGIONAL RACES:
The NVC quotas will be as follows (See JR 3 Racing on the VARA website/calendar for more details regarding these events):
J3 Eastern Series:
The J3 Eastern Series is an Eastern regional event designed to provide competition for the top racers in the region. Vermont's quota is 40. The total State quota of 40 will be allocated to each council (North, Mid, South) based on their share of the entire Vermont J3 field. The number of racers for each council will be based on the number of starters in the first two council races.
J3 Vermont State Championships:
Racers can qualify for the J3 State Championships from the council race series. The total Vermont quota (150) will be allocated to each council based on their percentage of the entire Vermont J3 field. The total number of J3 competitors in Vermont will be determined after the first two council races. The NVC quota will be gender split based on the entire NVC field gender split after the first two NVC races. Two spots will be reserved for discretionary selection. One coach from each club must vote on discretionary slots and one more than 1/2 of the coaches must agree to the selections. There are no alternates. The top 3 boys and 2 girls at the end of the season's council series will be named automatics to the Junior Olympics.
J3 Dual Shootout:
This one-day event to be held in mid VT where 15 additional J3 state spots will be up for grabs. Any racer who does not qualify for the J3 Vermont State Championships is invited to race. The race will be a dual GS with 4 runs, there will be a quota of 9 boys and 6 girls to be chosen by the best 1 run breaking ties externally. Seeding will be in place order from the council lists. The entry fee is $20.00.
George Tormey Cup:
Open to all NVC J3's and J4's who did not qualify for their respective State championships. This is a series with a dual SL and GS at Smugglers Notch ; please refer to the schedule for dates. Cost is $15.00/ race day. Awards: The top 10 J3 and J4 boys and girls will be given awards based on combined runs. Team awards will be given out on Sunday.
