2005-2006 NORTHERN VERMONT COUNCIL J4 RULES
AGE GROUP:
Racers may not have turned thirteen before January 1, 2006. A J3 may race in J4 races at coach's discretion. J3's must be clearly marked as a J3 on the entry list and should be seeded where they are ranked and must be taken out at the end of the season. If they finish in the top 20 or above, they must move up to J3 races. They are not eligible for prizes and are not eligible for the J4 Vermont State Championships. PLEASE NOTE J3s ON ALL ENTRIES AND RESULTS. A J4 wishing to race up with the J3s must have the approval of the NVC. If a J4 who has been approved to move up and races more then two J3 races he/she must race as a J3 for the season.
MEMBERSHIPS: All J4 racers must hold a VARA membership, and a USSA (Youth competitor) membership. Membership cards will be checked at races.
J4 REPRESENTATIVE:Ryan Markham Jay Peak/ Megan Travis - GMVS. The representative is TD for all races and responsible for ensuring that races follow rules.
RACES: Races will be run according to FIS/USSA/VARA/NVC Rules. Please designate properly constituted race jury on the start order. No assistance is to be given to racers on the course. If a racer loses a ski, they are out of the race. They cannot put it back on and continue.
- Entries: Each club MUST send or fax a club roster (including coaches list) for the first two races to the host area by Monday prior to the race. Please DO NOT send any vouchers.
- Entry Fees: $5.00.
- Seeding: The first two races will be seeded randomly. After the second race day, rankings for the first run start order will be determined using place points by taking one less then ½ of the runs held, with an odd number rounding down. Girls will always run first. Ties will be broken using external place points. Second runs will be reverse bib order of the first run.
- Guests: Guests at Northern Vermont J4 races are seeded in the middle of the field. The host club must be contacted prior to seeding, (Monday prior to the race) with names of participating guests. The guests must be clearly noted on all results, start lists, etc. Guests are not counted when figuring place points. Contact NVC Chairperson (Adam Julius) if a group of guests (more than 3 of either sex) want to be guest racers in a NVC race.
- Course Setting: USSA Licensed Officials must set courses. Courses must adhere to FIS/ USSA rules regarding the number of combinations and safety rules. Under gates are acceptable, but courses should be set appropriately for this age level.
- Results: Results should be printed by run and combined. A complete set of results should be provided to the person responsible for updating the standings. Fax or email all results (single run results and overall results) to the Stowe Reporter, and post the results file(s) on the VARA website by 12-noon on Tuesday following the race.
- Prizes: Responsibility of the host club. If the racer is not at the awards ceremony, the host club is under no obligation to mail the award. Medals must have the places (4th) engraved on them.
- First four races: Award top 10 girls and top 10 boys each run.
- Race six: Award top 10 girls and top 10 boys by combined runs. Give one award for "Play of the Day". Attack-from-the-back may be used if nothing extraordinary happens.
- Northern VT State Team prizes: The host area of the final NVC race is responsible for ordering, distributing and billing of the NVC State Team prizes (e.g., team sweatshirts). Each club will be charged on the basis of the number of racers they have making the NVC State Team.
J4 Multi Event:MMSC to write up short explanation … 1 training run 1 race run.
J4 STATE CHAMPIONSHIP TEAM SELECTION: Racers qualify for the J4 State Championships from the council race series. If there are two NVC SG race runs only the 1st run will count towards the state team selection. The total Vermont J4 quota (150) will be allocated to each council based on their percentage of the entire Vermont J4 field. The total number of J4 competitors in Vermont will be determined after the first two council races (see JR 4 & 5 Racing for more details on the quota calculation). The NVC quota will be gender split based on the entire NVC field gender split after the first two NVC races. Two spots will be reserved for discretionary selection. One coach from each club must vote on discretionary slots and one more than 1/2 of the coaches must agree to the selections. There are no alternates. One boy and one girl will be chosen to forerun at States by eliminating all athletes from the place point list who qualified for the States by place points. If a J4 qualifies for J3 JO's but does not get to go, they can run at J4 states. If they do not qualify for J3 JO's, then they must qualify the regular way as a J4.
George Tormey Cup: Open to all NVC J3's and J4's who did not qualify for their respective State championships. This is a series with a Dual SL and GS at Smugglers Notch please refer to the schedule for dates. Awards: The top 10 J3 and J4 boys and girls will be given awards based on combined. Team awards will be given out on Sunday
