AGE GROUP: Racers must have reached their thirteenth birthday by January 1, 2001 and may not have turned fifteen before January 1, 2002. Exceptional athlete policies are stated in the VARA Calendar and the USSA Competition Guide. Any exceptions to the above age group must have been advanced through the policy as outlined.
RULES: Races will be run according to FIS/USSA/VARA/NVC Rules. Please designate properly constituted race jury on the start order. USSA Licensed Officials must set the course. Courses must adhere to FIS/ USSA rules regarding the number of combinations and safety rules. Please consult the VARA CALENDAR - "2001-2002 Rules and Procedures" and the 2001-2002 US Skiing Alpine Competition Guide for further information regarding this age group. All state and regional information is available in those two resources.
MEMBERSHIPS: All J3 racers must be members of USSA and VARA and must hold a competitor's license. See US Skiing Competition Guide and VARA Calendar.
J3 REPRESENTATIVE: Tom Silva - MMSC. Representative is TD for all races and responsible for ensuring that races follow rules.
ENTRY FEES: $10.00 ($1.00/ racer - VARA Head Tax). $15.00 for Super G. MUST send or fax a club roster for the first two races to the host area by Monday prior to the race.
SEEDING: The first two races will be seeded randomly. Race days three, four and five, place points will be used for seeding. Second runs for ALL races will be reverse bib order of the first run. Each racer will receive three rankings per race day for all SL/GS events (one for each run, plus one for their overall result), and two rankings for the Super-G event.
First run seeding for race days three, four and five will be as follows:
Race day 3: seeding based on the best 2 of 6 place points,
Race day 4: seeding based on the best 3 of 9 place points,
Race day 5: seeded based on the best 4 of 11 place points.
*Ties will be broken by external place points.
GUESTS: Guests at Northern Vermont J3 races are seeded in the middle of the field. The host club must be contacted prior to seeding, (Monday prior to the race) with names of participating guests. The guests must be clearly noted on all results, start lists, etc. Guests are not counted when figuring place points.
RACE START TIMES: ALL races will start at 9:30 unless notified one week prior.
RESULTS: All results (single run results and overall results) should be faxed (or emailed) to the Stowe Reporter, VARA, and the council chair for press and web posting by 12-noon on the Tuesday following the race.
PRIZES: Prizes are the responsibility of the host club.
First three races: Award top 10 girls and top 10 boys by combined runs. Acknowledge top 10 each run. Results should be printed by run and combined.
Races four and five: Award top 10 girls and top 10 boys by combined runs. Give an award for "Play of the Day" boy/girl Northern VT.
NVC All Star Prizes: Each club will be charged on the basis of the number of racers that qualify from that club. The host area of the final race of the NVC series is responsible for ordering, distributing and billing of the NVC All Star prizes (NVC team sweatshirts) Each club will be charged on the basis of the number of racers that qualify from that club.
NVC QUOTAS FOR STATE
AND REGIONAL RACES: The NVC quotas will be as follows:
Eastern J3 Series Race #2: The Northern Vermont Council quota for this race
is 13 athletes. This quota will be split based on the gender split of the NVC
field after the first two races. Selections will then be based on the rankings
after the 3rd race (best 3 of 9 place points).
J3 Qualifier: The quota for each Council will be 50. The total quota will be split based on the gender percentages of the field after the first two races. (Example: After 2 races, the total number of "starters" in Northern Vermont field is 120, 76 are boys & 44 are girls. Percentages: 63% boys, 37% girls. Quota: 30 boys, 18 girls). The race series will include 2 runs of giant slalom and 2 runs of slalom. Regardless of the event, one third of the contested runs (if an even number of runs are contested round down to the nearest whole number) by place points, again using three (run 1, run 2, and combined) results per race. The top 9 boys and 6 girls from this series will be automatics to the Junior Olympics. Automatics should continue to race in the remaining NVC race series, since the seeding for the State Championships will be based Council place point rankings.
VT State Championships: The quota for each Council is 50 (excluding automatics to the J3 Olympics), 48 to be qualified from place points. The quota will be split based on the gender breakdown after the first two NVC races. Two spots will be reserved for discretionary selection. Discretionary selections will be voted on by one coach from each club and one more than 1/2 of the coaches must agree to the selections. There are no alternates. One boy and one girl will be chosen to forerun by eliminating all athletes from the place point list who qualified for the states by place points or through the Qualifier list.
K2 CHALLENGE: Information to come

They must be clearly marked as a J3 on the entry list and should be seeded in the middle of the field. If they finish in the top 20 or above, they must move up to J3 races. They cannot qualify for States. They are not eligible for prizes. PLEASE NOTE J3'S ON ALL ENTRIES AND RESULTS.

A J4 wishing to race in a J3 race must win a J4 race first, either in the current season, or the previous season. EACH RACER IS ALLOWED ONE PAIR OF RACE SKIS FOR ALL EVENTS. No assistance is to be given to racers on the course. If a racer loses a ski, they are out of the race. They cannot put it back on and continue. A J4 wishing to race up with the J3s he/she must have the approval of the N.V.C. If a J4 who has been approved to move up and races more then two J3 races he/she must race as a J3 for the season. RESULTS: Place points will be compiled by Alan Kirkpatrick. All results and available place points should be faxed to the host club for the next race, the person doing place points, the Stowe Reporter, VARA, and the council chair for press and web posting by 12 noon on Tuesday following the race.

J4 DUAL RACE FORMAT: Weather permitting, the 1st race at Stowe will be run as a dual race. Each racer will get 2 runs on the red and 2 runs on the blue (1 run each in AM, 1 run each in PM). The racers top two finishes (one from each course) will be counted towards the place point standings. The course will be a dual, double pole, ***paneled SL***.
NORTHERN VERMONT ALL STAR TEAM SELECTION: Quota remains the same at 50 per council; 48 to be qualified from place points. Final two spots reserved for discretionary selection. The 48 spots will be split based on the gender percentages of the field after the first two races. (Example: After 2 races Northern Vermont field is 120, 76 are boys & 44 are girls. Percentages: 63% boys, 37% girls. Quota: 30 boys, 18 girls) Discretionary slots must be voted on by one coach from each club and one more than 1/2 of the coaches must agree to the selections. No under gates. SL course setting should be kept simple. No vertical combinations in GS.
Seeding will be done by random draw, with J6s first then J5s, and the second run order will be reversed bib order within each class.

ENTRIES: Send or fax an entry list so that the host club receives it Monday prior to the race. ***A list of coaches must accompany your entries. *** Host areas are under no obligation to provide coaches with skiing privileges if the list is not provided. Send the list to the club address on the Council mailing list.
PRIZES: Responsibility of the host club. Awards will be given to top 10 boys and 10 girls, J5 & J6's, for reach run.
RULES: Races will be run according to FIS/USSA/VARA/NVC Rules, with the exception of the binding release rule and receiving outside help rule, if it is in the context of helping a racer who is having difficulty putting a ski back on and the race will be unduly delayed without help from a course official, parent or coach. J5 courses should be rhythmical with lots of open gates and with vertical combinations only occurring in SL races. SL course setting should be very simple. There are no under gates in either GS or SL. Each host area should make arrangements prior to race day to get a visiting J5 coach to act as the Technical Delegate for their race. TD is responsible for ensuring a jury is formed and the race follows FIS/USSA/NVC, particularly safety rules. Please designate properly constituted race jury on the start order. USSA Licensed officials must set the course. A J5 wishing to race in a J4 race must win three runs of J5 races, either in the current season, or the previous season, be an outstanding athlete that stands above the rest of the field and the head coach of that program must have the signatures of 4 other head coaches from the NVC. If a head coach is not familiar with that athlete, they will appoint a coach from that level who is competent to make that decision. If a J5 has two J4 race starts they must race the rest of the season as a J4. Each racer will be given a sticker for their race skis and this will be checked at the start of each race. GS SUITS ARE NOT ALLOWED AT THE J5/J6 LEVEL.

RESULTS: These are done by run. Please send a copy to the Stowe Reporter, VARA and the council chair by 12 noon Tuesday following the race for press and web posting. Please also send one copy to each club, unless you are able to print them all out on the day of the race.
